Port Townsend Foundry sells bronze stanchion bases that look similar.

I just bought these oarlock sockets, 19USD at WestMarine. They have a Teflon insert for 1/2 inch diameter oarlocks. Without the insert they are 11/16 hole diameter, each requires four No. 10 flat head screws.
