steam atomizing oil burner

I am working on putting the pieces together on paper to help me construct a complete boiler / engine system. My original thought was to have the boiler oil fired. I am trying to avoid having to depend on electricity as much as possible. I would like to have the oil burner atomized by steam or compressed air. I am trying to locate a steam atomizing oil burner that is an off the shelf part and would support a boiler that is in the 10hp range. Does anybody know if such a thing exists? I am asking for off the shelf because I have no experience or tools with which to make one myself.

There are steam atomized oil burners available through the Live Steam Railroad community. Several websites for 1-1/2 inch scale locomotives (and larger) offer these burners for sale.
