Depends on the rationale behind yours laws but the US Libertarian rationale can be - you can do something risky as long as you aren't infringing on the safety of others. Hence no helmet required in Ohio for a motorcycle. Required for a car because without a sit belt you become more of a risk for others as projectile within the vehicle.

This way of thinking flips it around about with the Lone skipper. If you have assumed the risks as skipper yourselfr, perhaps you are infringing on others safety more by leaving an unintended vehicle in motion (powered projectile) with the potential of a steam plant being abandoned in a bad configuration. (Think engine running, with gas or liquid fuel enough to last indefinably and some sort a lack of sufficient make up water coming in) This gives the worst case scenario better for solid fuel because it will run out with no one there. That makes a pretty strong case for a fusible plug with gas/liquid fuel - too bad they don't always work.
